Advice on the Americans with Disabilities Act, accommodation processes, and investigation practices, so organizations can find and fix problems early.
I monitor and investigate prisons, jails, police departments, schools, and companies. For more than a decade, I've helped federal courts oversee California's prisons and the Oakland Police Department. In both matters, the court adopted our findings.
While monitoring or investigating, I conduct site visits, review records, and interview witnesses. Then I report findings in plain terms a judge, agency, or board can act on.
I have expertise in Title II of the Americans with Disabilities Act and advise entities on compliance and accessibility issues involving durable medical equipment, effective communication and accommodations for deaf and hard-of-hearing people, accommodations for blind and low-vision people, accessible technology, and physical accessibility and built environment issues.
I've been with Swanson & McNamara LLP in San Francisco since 2016, first as an associate and now as of counsel. Before that, I clerked for Magistrate Judge Nathanael Cousins in the Northern District of California and practiced at Shearman & Sterling LLP. I've also taught internal investigations at U.C. Berkeley School of Law.
I earned my J.D. at Berkeley Law and my B.A., summa cum laude, at the University of San Francisco, where I graduated as salutatorian and played Division I volleyball. I speak Spanish and conduct interviews without an interpreter.
ADA class action brought by incarcerated people with disabilities. I led a year-long, court-ordered investigation at California's largest prison, including more than 100 interviews, and co-authored four reports. The court adopted the findings and ordered ongoing monitoring. I continue to tour prisons, mediate disputes, and report on compliance.
Class action over Oakland police practices, governed by a negotiated settlement. I co-authored court-ordered investigations of the department's discipline process and its response to allegations of officer sexual misconduct, and conducted more than 50 interviews. The court adopted the findings, and the department put the recommendations in place.
Representative matters include work at Swanson & McNamara LLP and prior firms.
